Facility siting is as much art as science. Facility siting is as much art as science. Historically, siting has focused on site characteristics and regulatory requirements. Unfortunately, the challenge in siting is political acceptance. That is not to say that siting should attempt to win converts; rather, the practical goal is to develop consenting objectors. JSA Civil Environmental Engineers has developed several approaches that address the development of consenting bjectors in addition to meeting site characteristic needs and regulatory requirements. Siting is also the foundation of facility development, good siting reduces design, construction, and operation costs.
